Britain's ruling Labour faces setback in by-election

NORWICH, England (Reuters) – Prime Minister Gordon Brown faces a test of his leadership this week when a looming by-election defeat in the eastern English city of Norwich could reignite a plot to oust him.

A poor result for his ruling Labour party threatens to embolden party dissidents who last month conspired to unseat Brown, before their rebellion fizzled out.

“If Labour lose the seat it will reopen questions about Brown’s leadership,” said Justin Fisher, Professor of Political Science at Brunel University.

With the center-right Conservatives well ahead in national opinion polls, Brown is expected to wait until the last moment to call a parliamentary election — which must be held by next June at the latest — in the hope that an economic upturn might restore voters’ faith.

“If that’s not starting to be reflected in poll ratings then Labour may take the view that, if they are going to lose anyway, it’s better to try and limit the damage with a new leader rather than be wiped out,” Fisher said.

Labour politician Ian Gibson sparked next Thursday’s by-election by quitting the Norwich North seat in anger over the party’s decision to bar him from standing again.

Gibson, a popular former academic, had held the constituency with a comfortable majority since Prime Minister Tony Blair swept Labour to power in 1997.

But despite denying he had broken any rules, Gibson was ousted for allowing his daughter to live rent-free in a London apartment funded by parliamentary allowances and then selling it to her below market rates.

Expectations are now so low in Norwich following Gibson’s resignation that if Labour avoids coming third behind the Liberal Democrats or Greens it will be regarded as a success.

Bookmakers are confident 27-year-old Conservative candidate Chloe Smith will win the seat, inflicting a damaging political blow to Brown, although the result will have little immediate impact on his 63-member parliamentary majority.

On the streets of Norwich, a university city in an area with strong farming and tourist sectors, many believe 70-year-old Gibson was axed for rebelling against the government on a range of issues.

“The treatment meted out to Ian Gibson was a disgrace,” said Labour supporter George Deacon, 47. “He’s totally respected in the constituency. He was kicked out because he was awkward, he didn’t toe the party line.”

Opposition grows to appointment of new first VP

QOM, TEHRAN, July 19 (MNA) — The appointment of Esfandiar Rahim-Mashaii as the new first vice president has caused concern among loyalists of the Islamic Revolution, a member of the Presiding Board of the Qom Seminary Teachers Society said on Saturday.

In the current situation, when the country needs unity more than ever before, Rahim-Mashai’s appointment was not appropriate, Hojatoleslam Seyyed Mohammad Qaravi told the Mehr News Agency correspondent in Qom.

Qaravi made the remarks after President Mahmoud Ahmadinejad issued a decree appointing the director of Iran’s Cultural Heritage, Tourism, and Handicrafts Organization as the new first vice president on Saturday.

In his appointment decree, Ahmadinejad described Rahim-Mashaii as a pious, honest, and self-made man.

In 2008, Rahim-Mashaii said, “Iran is a friend of the Israeli people” in stark contrast to Iran’s stance on the Zionist regime, and Supreme Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei criticized him for his remarks.

Majlis Energy Committee Chairman Hamid-Reza Katouzian has also criticized Ahmadinejad for his hasty selection of Rahim-Mashaii for the post of first vice president.

“Such appointments are usually made after the inauguration and authorization ceremonies, and it would have been better if this practice was also followed this time,” he told the Mehr News Agency on Saturday.

Katouzian said many religious figures and MPs are not pleased with some of his remarks and actions. Even the Supreme Leader made comments about Rahim-Mashaii and the president should have heeded these comments, he added.

“Despite all these sensitive points, Mr. Rahim-Mashaii did not even apologize, but quite the contrary, insisted on his views,” he pointed out.

Katouzian said the decision to make the appointment did not take the views of the people and the Supreme Leader into consideration.

“I think Mr. Ahmadinejad made a mistake in this appointment, and I am of the opinion that this choice will have some repercussions,” he added.

“Mr. Ahmadinejad has always showed (us) that he is 100 percent heedless in situations that are very sensitive,” Katouzian stated.

“I would like to die at the annals of history rather than at the hands of a dictator.”

The President said his party has always worked for the people and the down trodden and this was the spirit with which his late spouse worked throughout her life.

“She (Benazir Bhutto) was told time and again not to go in the public. She was told to address rallies from her home. But she said no one can keep me away from my people.”

President Zardari said that she knew she will not live for very long and wrote her 17-page will.

“And not for once her pen shook,” Zardari added.

He said that by the time Peoples Party completes its tenure, his government would add another 7,000 megawatt of electricity to the power generation system.

He also stressed the need to control population growth as the resources were not meeting the demand of growing number of people.

The President said that he was ready to face any challenge and told the audience that his politics were never meant for elections.

“We do politics on the basis of our ideals and principles.”

He vowed to ‘design the politics’ in a manner that in future

no leader will ever have to sacrifice his or her life for it.

“We will make sure that no one in future will be able to mould the constitution according to his will. The system will be run according to the constitution,” President Zardari added.

He said Bhutto’s family is the only family in the politics which has never compromised on principles.

He said it was a good luck for the party, that its command was in the hands of young blood.

Earlier, Chairman Pakistan Peoples Party, Bilawal Bhutto Zardari said that the party will continue to fight for the human rights and the rights of women and uplift of the constitution.

“We will bring relief to the poor people of Pakistan and the decision which the second generation could not take will be taken by the third generation.

Aseefa Bhutto in her address said that every one is for the ideals of the party and the memories of her mother cannot be erased from her mind and that of her party workers.

Bakhtawar Bhutto said the party was like a family and it will continue to be there for years to come.
